Northwest Saigon City Development Corporation (SCD) is the investor of Tan Phu Trung Industrial Zone.  SCD formerly named Song Tan JSC was established on 04 November 2003 with chartered capital of 500 billion dongs

The key strategic shareholder of SCD is Kinh Bac City Development Holding Corporation (KBC) – one of the member companies of Saigon Invest Group (SGI) – top professional in Vietnam for investment and development of Industrial zones. Since 2007, KBC has been listed in Hanoi Stock Trading Center with KBC Code. Together with KBC, Ho Chi Minh City Finance and Investment state-owned Company (HFIC) is also one of the shareholders of SCD

Legal bases of the Industrial Zone

1. Document No. 203/UB-CNN dated 13/01/2004 of Ho Chi Minh City People’s Committee regarding assigning Song Tan JSC to invest in construction of Tan Phu Trung Industrial Zone.
2. Document No. 861/CP-CN dated 23/6/2004 of the Government regarding Tan Phu Trung Industrial Zone Project in Ho Chi Minh City.
3. Decision No. 6332/QĐ-UB dated 16/12/2004 of Ho Chi Minh City People’s Committee for approval of Investment project in construction and business of the technical infrastructures of Tan Phu Trung Industrial Zone, Ho Chi Minh City
4. Decision No. 49/QĐ-BXD dated 12/01/2005 of the Ministry of Construction for approval of the detailed planning for Tan Phu Trung Industrial Zone, Ho Chi Minh City
5. Decision No. 1189/QĐ-UBND dated 20/3/2006 of Ho Chi Minh City People’s Committee for accepting Northwest Saigon City Development Corporation to lease land in Tan Phu Trung and Tan Thong Hoi Communes, Cu Chi District with the aim to invest in construction of business of the technical infrastructures of Tan Phu Trung Industrial Zone
6. Decision No. 2100/QĐ-UBND dated 08/5/2009 of Ho Chi Minh City People’s Committee for approval of adjustment of the detailed construction planning in the scale 1/2000 for Tan Phu Trung Industrial Zone, Cu Chi District, Ho Chi Minh City
